A regulator is the part of a machine that holds a value steady against everything trying to move it. It does not choose the value. Someone else does that. It just refuses to let it drift.

We took over the staff kitchen, kept the tile, kept the green band at hip height and kept the name. Eighty-five kronor an hour is a value we hold.
